From 1 September 2025 third country nationals are obligated to submit their identification information and information on purpose and duration of travelling to Latvia. This obligation also applies to passengers transiting through Latvia.
Who must register: Travelers who are not citizens of the EU, NATO, OECD, EEA, Switzerland, or Brazil and do not have a Latvian visa or residence permit. This applies also to transit passengers.
What to do: At least 48 hours before entering Latvia, submit your travel information online at eta.gov.lv. You will receive an automatic confirmation email (no separate entry permit required).
Responsibility: Information must be submitted personally. If your travel plans change, update the form at least 48 hours before entry.
Penalties: Failing to submit or providing false information may result in administrative liability.
Exceptions: Diplomats, official delegations, short-term technical staff, and stateless persons / alien passports recognized under Latvian law do not need to register.
Special notes:
Russian citizens must submit the form even if they hold an Estonian residence permit or EU long-term resident status.
Ukrainian citizens must also submit the form unless they hold a Latvian visa or residence permit.
Travelers already in Latvia before 1 September 2025 do not need to register.
